Competition has already been established in bulk electricity markets in a number of countries and is now being extended into retail markets. In order to overcome market barriers, or to achieve environmental outcomes, some countries have implemented mechanisms to assist in the development of renewable energy sources. The mechanisms vary according to the market structure and additional factors. This report summarizes the findings of a study of mechanisms being used to promote photovoltaics. The key purpose of this project has been to identify emerging trends and associated PV support strategies for the benefit of those countries and organizations which are preparing for the implementation of competitive energy markets. The process of introducing competitive markets, and the industry restructuring, which is often associated with it, cause a high degree of upheaval. In this context, the maintenance or development of initiatives to promote photovoltaics can easily be overlooked. In addition, some previously successful programmes may no longer be appropriate in the regulatory environment or a competitive market. As this report shows, there is nevertheless a range of mechanisms, which are available, both during the transitional phase and in a market situation, which allow for, or actively encourage, the increased use of PV. During the transition phase in particular, there is a need for strong government support and for retaining PV expertise gained by utilities over the last decade.
