Abstract: To celebrate ten years of successful international collaboration under the IEA’s Photovoltaics Implementing Agreement, IEA  PVPS held an International Conference in Osaka in May 2003. The event reviewed achievements to date and helped define the future mission of the programme during the following sessions:

Opening session
In the opening session, the background and objectives of this conference are introduced. Also, welcome speeches were delivered by the hosting Vice Minister of Ministry of Economy, Trade and Industry (METI), The Chairman of New Energy and Industrial Technology Development Organization (NEDO), and Ms Marianne Haug of IEA Energy Efficiency, Technology and R&D. In addition, Dr Inamori, Chairman Emeritus and director of Kyocera, made a keynote speech.

  Session 1: PV achievements and future prospects
In this session, various efforts begin made for renewable energy and photovoltaic power technologies are described. Specifically, Mr Rick Sellers of IEA Renewable Energy Unit made a presentation on IEA’s efforts to date in promoting renewable energy technology and its future prospects. Also Mr Stefan Nowak, the Chairman of the Executive Committee of the IEA  PVPS Programme, made a presentation on its achievements so far.

Session 2: National issues and needs – grid-connected PV systems
This session is a Panel Discussion Session dealing with national issues and needs for the promotion of grid-connected PV-systems. First, selected country and area’s government representatives discussed: technologies and development of renewable energies, including photovoltaic power, in Japan, the United States and Europe; policy trends in expanding the introduction of such energies; and goals and issues for the future. Beside these speakers, government representatives of some other countries active in promoting grid-connected PV systems participated. In addition, technical and non-technical problems in expanding the introduction of the PV systems as well as possible international cooperation for overcoming such problems were discussed.

Session 3: National issues and needs on PV-technology – off-grid systems
This session was a Panel Discussion Session on national issues and needs for promoting stand-alone PV-systems. Representatives of some countries actively promoting stand-alone PV-systems introduced their current efforts for, and problems in promoting them. Then speakers discussed technical and non-technical issues in promoting and expanding PV-systems as well as international cooperation needed for realizing such promotion and expansion.

Session 4: International institutional issues and needs on world PV markets
In this session speakers discussed international institutional issues and needs for the sustainable expansion of the PV market. Representatives from major international organization in promoting PV-systems introduced various efforts begin made in their organizations. Then, these speakers and other commentators held a Panel Discussion on technical and non-technical issues in the sustainable use of PV-systems as tools for international assistance as well as on expectations of the international PV-markets.

Session 5: Future visions of PV-industries
The session opened with a discussion on the PV-industry vision with speakers from Japan, Europe and the USA PV-industry associations, followed by discussion by other major PV-suppliers. To realize the visions, issues discussed included: What are industry key activities? What public authority support can be expected? What international cooperation is desired? And what is expected from IEA-PVPS activities?

Round table discussions: Future role and missions of the IEA  PVPS toward the second decade
In this Round Table Session the future roles and functions of IEA  PVPS in contributing to the healthy development of the international PV-market was discussed, based on the discussions on the topics of the other sessions. Then the summary of the conference was compiled.
